Al is totally correct. The units are over-stacked and cannot fire as a result of that condition. When you attempt to fire, you receive the message, "Cannot fire from over-stacked hex".

I honestly have to say that I have never seen that before. Thanks for pointing this out, Al.

I am operating from memory here as I don't have the game in front of me. As I recall, toggling patrolling does not deploy skirmishers as in the ACW games. Rather, it has to do with extending the range of rear area security elements to counter partisan activities.
